The attached css file should be modified to make the attached html page look cleaner.

Preference will be given to visually minimalist solutions where the modified CSS is easier to understand.

HTML notes: Missing html and body elements are intentional as they should not be styled. HTML should not be modified unless the changes significantly simplify CSS styling.

CSS notes: CSS should retain both being visible over all other elements in a page and working on both desktop and mobile displays. Removing pre-existing style elements which are unnecessary is acceptable and encouraged. Again, preference will be given to minimalist solutions where the resulting CSS is easier to understand.

As you said "Missing html and body elements are intentional as they should not be styled" but if you create a proper html file you should kept those tags & since you used external css file you have link css file with html file.
