We are looking to create a cartoon character design very similar to the one attached that personifies one of our target business partners - "Roofer Rick." The character will be used in print, electronic, and video mediums for future projects.
The winner will be hired on an ongoing basis to modify the character as additional poses, etc. are needed for future projects. We'd like to see a couple different expressions / poses - at least a smiling face and a frowning face, a pointing finger and a thumbs up.

is it a must for the final file to be Vector or can it be just a jpeg and if it is jpeg so what is the required resolution

No, I don't think we will need a Vector file...certainly not for the purpose of the contest. Nor do we need a certain resolution for the purpose of the contest. The image will likely never be more than 2-3" tall for print or electronic mediums. If we needed a larger or Vector version we could worry about that later. Hope that helps.
