Using Delphi 2010 or compatible version, write a function:
Function ShortcutEdit(const ShortcutFilename, NewTarget, NewWorkingDir : String) : Boolean;
Which edits the given ShortcutFile and changes its target (i.e. to what file the shortcut is pointing to) and its working directory. If the function succeeds, it must return True.
The function needs to work with only regular shortcuts pointing to a file, not with special shortcuts that point to Windows properties such as My Computer or Control Panel.
The function must work all versions of Windows from Windows XP to Windows 10.
The final delivery must consists of the source code as well as a simple demo program that can be used to test the function works.

I already have such program which makes things you've require.
Even more: set iconlist, icon #, parameters list etc.
It works fine in Windows XP and 7.
And tomorrow I'll test how it works on Windows 10 and let you know.

I've made this function and small console application which you can call with three parameters: shortcut file name, new target, new working dir.
