Hi You can add terms and conditions popup when the page opens or when a user clicks on the submit button forcing him to tick the checkbox which will say "I accept the terms and conditions" ..... Also the browser scrollbar has been disabled on your page, There is a code which is doing this... I can resolve your problems... Thank You....
