Create a custom wordpress website

This can be built on a wordpress site as they need three pages: home, blog, and terms and conditions. The first page of the pdf is the mobile site. The relationship screen they want an animation that changes as the users scrolls from top to bottom (which is shown on page 5 of the pdf, they will be providing whatever images we need). They were wondering though if the relationships screen image could scroll with the page (on both mobile and desktop) until it hits the middle of the page and then stop scrolling with the page but continue the animation until the animation reaches the end and then if the user kept scrolling they would continue on to the next part of the site. The content that matters (timothy mcgyvern) is a static image. The spark feed is complicated. This whole website is for an app that we have created (and are almost finished with so that's where a lot of these screens are coming from). The spark feed is a page on the app that shows articles pulled from feedly, we have it built into our backend already. The client wants this screen to show 4 live articles, they would be pulled from our database backend of the app, the articles would be based on whatever the website viewer types into the "I know someone interested in...) field above. So if the user types in "restaurants" then the 4 articles shown would be based on that. They also want it so that when the user clicks on an article it shows a preview of the article (not the full article) so it will have the title and some part of the text, then there will be a Read more link which will actually link to the App Store to download the app. The popular from our blog is a single blog post that the admin selects. The menu that has the logo and download now! is a scrolling menu that moves with the page as the user scrolls and stays at the top of the screen the whole time. On desktop part 1, that is the animation. Desktop part 2 friend profile is a static image, and the spark feed is the article feed.
