Design and create a Wordpress website

I need a designer / developer who can create a simple Wordpress site for me. I have already created the wireframes, you can find them in the attachment of this page. 1) Required functionalities: - Site must be created in Wordpress - Site must be fully responsive, tested on all major screens and in all major browsers - Site must contain a blog - Site must contain a portfolio (gallery) - Important: site must be maintained in TWO languages! (I will provide all text and content). So the homepage must be [login to view URL] and on that page, user has to make a language choice: [login to view URL] (=site in Dutch) or [login to view URL] (=site in French) - So make sure you are able to do this, it's a critical feature. 2) Required design: Please find attached some examples ([login to view URL] and [login to view URL]) from a website that the clients likes and how he would like his site to look more or less. 3) Wireframes Please find all created wireframes in the attachment IMPORTANT: - Fixed price - Your bid is your final price. If you negotiate to get a higher price after placing a bid, I will not select you as the winner for this project. - Milestones will be created, but first milestone (35%) will only be released after a full agreement of the design of all pages. Second milestone will be released upon completion of the website. (65%) Please do not bid if you do not agree with the above conditions.
