Resolve a small interface related error in an jquery-mobile based site

Please refer to our website [login to view URL] on a mobile browser. It uses a jquerymobile based structure with data-position=fixed header and footer toolbars. Now when we swipe up the page, it moves up by a tiny bit and gets stuck. We have to swipe AGAIN to make it go up - from there on its smooth. Similarly, when we have scrolled up quite a bit and we want to come back down, on the first swipe down, the page moves down by a tiny bit and gets stuck. When we swipe down a second time, the page starts moving down smoothly. We need to find out how this can be resolved. We don't need actual code but just a resolution of the problem.
