SMTPE LTC Timecode Generator/Reader

Create a portable SMTPE LTC library that can be reused in iOS/Windows. Create a front end on Android to be able to generate SMTPE and receive SMTPE. A number of apps already exist in the store, our app will have some additional features and be branded for my company. The application needs to have a timecode input box (numbers), a selector (dropdown or other) to select the timecode format, a Start Timecode button which will change to Stop Timecode when pressed, and a Read Timecode button for when the app is to read timecode and display it on the screen. Could be two different tabs-one for reading, one for generating. 24,25,30 drop and 30 no drop formats need to be supported. Freelancer interested in this project should have a working knowledge of audio and timecode.
