Creation of CSV Upload Tool to Execute URL Calls w/ Query Strings

Excellent programmer needed to create an upload tool (technology to be as per your recommendation) to handle either XLS or Tab Delimited CSV files to automatically call a webpage using URL query strings as defined in the file. The program would load each row of the data in order to execute the constructed URL (with query strings via GET) in a serial manner with the next one starting after the previous one is completed and confirmed. The logic is currently programmed into an Excel file for you to reference and to use as a source. More information can be provided via PM. BID REQUIREMENTS: -Generic bids will be rejected.
