develop a Video Interface to be embedded in my application

I need someone who understands video technology to customize for me a video interface using some open sources like webRTC, VLCJ, Open CV, FFMPEG etc. which can be embedded in an application I am developing. The key requirements for this interface functionality are: An online check of Video Quality being recorded, video interfere should be able to lighting, face on the screen, audio quality [login to view URL] give notifications if something not adequate for good video quality recording through a laptop or mobile device. Automatic background Noise cancellation Video upload optimization to upload even in low bandwidth environment Auto adjust/ enhance video quality – Dynamic Tech to switch from HD quality to lower quality Video/audio quality enhancement when recording interview from Mobile device/ Ipad Output recorded Video in landscape format cinema full screen with image centering irrespective of how video recorded through a mobile device. Other key requirements are: 4K Ultra HD Video: The interface should be designed to record high-quality 1080p videos from supporting desktop webcams and 4K when used from mobile devices that support 4K recording and ensure such recording of high-quality video is possible over slow internet connections. Device rotation: When recording from mobile devices, the interface should take into account device rotation to make sure the resulting .mp4 is properly oriented in landscape format while playing back no matter where it is played back Auto convert to MP4: The platform should convert all types of recorded videos to the ubiquitous .mp4 format file with AAC audio and H 264 video that will seamlessly work on the web, on mobile devices, IPad and on PC/Mac
