Build a responsive Header and Mega Menu inside Magento's Zoey Platform in HTML/CSS

I’m looking to develop a header and Mega Menu for an E-Commerce website inside Magento's Zoey E-Commerce platform ([login to view URL]) for our online store using HTML/CSS. I need one Header and 4 mega menus based on the same style. In the attached PDF I have included all instructions and how I want it all to look. There are some empty spaces for logos and image boxes/banners that will I will send you once we get to that point during the project. I will provide you with all the graphics that are necessary, you just need to program it all for us in HTML/CSS so it works well and smooth, and be fully responsive for tablet and mobile as well. Please be aware, that I want the header and mega menu looking EXACTLY as per PDF and the work is going to be considered finished when all the instructions will be followed clearly. Only accept this project if you are 100% confident that you can do it. If you think something is not possible then let me know beforehand.
