Program an Adobe After Effects datamoshing plug-in

Hi there, I am looking for someone to code an after effects plug-in than can do the datamoshing effect (MP4 distortion when i-frames are missing).
I am a video editor, and the current process for doing this is quite cumbersome, as you can see here: [login to view URL]
I would imagine the plug-in would work by first rendering the lower footage (the one being transitioned to) in h.264, then adding an i-frame (from the clip being transitioned from) at the start and removing all other i-frames from the lower footage.
If it works well, I would also be interested in a version for Premiere Pro in the future.
