Need android developer for REST API based PHP application

We have developed a web PHP application and API. Our requirement is to develop an android app to use that application through the API. The application not accessible through the web its always need to connect through the API. Security is the main concern it cannot be decode and get the API data. We have a Professional pentester. App security should be able to pass pentester.
