Build me an animation video or code three.js for my website

I am currently building my website and i need an animation video on the background o fmy website you can either create the animation on after effects or opengl, [login to view URL] animation of a design i have, i would like the PNG Graphic to somehow animate and fluctuate, also would like for it to move as the mouse hovers it. i am attaching the example of the PSD of the website i am making and the high resolution png of the asset i want to it to be animated i am also attaching a png and a video source file of my logo which i also want it to be turned into [login to view URL] file so my logo becomes a loader when page changes. here is an example of a cool animation i would like my work to look like [login to view URL]
