I'll assume you understand that 250 US is not a realistic budget for this sort of project and without knowing more details, It's difficult for me to offer a realistic quote. So, I'll make some assumptions here. Even a simple three minute video will take a few days - maybe a week - to gather graphics, assemble, animate, edit.
