Simple Security System coding project

We need a Secure Software System using Access Control Model represented by Access Control Lists (similar to that used in Linux) and DES providing the following Users and Administrators functionalities: 1.1. Administrator 1.1.1. Login as administrator (user name, password) and password change 1.1.2. Introducing a new user/group 1.1.3. Disabling/enabling a user/group 1.1.4. Adding/deleting a user to/from a group 1.1.5. Granting/revoking users/groups rights (administrator rights, creating/deleting objects, accessing objects) 1.1.6. Objects’ permissions management (similar to chmod, umask) 1.1.7. Access control list management (similar to setfacl/getfacl) 1.2. User 1.2.1. Login (user name, password) and password change 1.2.2. Accessing objects (creating/deleting, reading, writing, executing) 1.2.3. Encrypting/decrypting 1.3. Users/administrators shall be able securely communicating (using encryption/decryption) via network channels (residing on different computers), or shared files (residing on the same computer), or the both ways. Any one way of implementation is sufficient. 1.3 Will be provided in the pictures and coder should write the codes according to the pictures. You should also describe us how to use the program(how to use your program – what and where should be installed, launched, how it should be interpreted), include an algorithm.
