Build me a Mobile App

I'm my country we have 15 provinces, and each province has approx. 10 districts, and each district has 10-15 communities. So we need an App that will help us track the net from the place where the net will be stored in the province to the end reciever in every community. For example: 5000 net was sent to the first province, and 1000 was taken to district 1, and 500 to community 1. Till the net is fully distributed among all the communities or household heads, we want to have a tract record. We will basically have three navigation 1 Assessment--which has to do with surveying each province to no how many districts, communities and houses. 2 Logistics--which has to do with tracking each net as it is being distributed. The left over will also be tracked and stored. 3 Distribution--which has to do with the net being distributed. This will help us store the data immediately when a house has be served. Note: We will want it be connected to a country server that the head for the project will just check the information and know how the project is doing.
