Facial Expression identification without Using library not API

this project need to get implemented using C# .net programming. its a desktop application, initially their are two button one for start webcam and other is for stop webcam. when user press start web cam webcam get initiated and their is timer. i.e. after certain time interval a snap is captured through web cam and emotion is captured and store this information in sql server database. when user press strop webcam then from the stored several emotions a maximum occurrence emotion get computed. and saved in different database.
