You need a fast viewer,so I think the native application written in C++ will suit you most. I can use OpenGL and PCL(depend of input data format you have). budget finally will depend on the required functionality of the program. If it's not difficult, answer please a few clarifying questions: 1) in what format the input data is? 2) is it possible to use an open source frameworks? 3) is some GUI needed? 4) it will be a standalone utility or part of another program(if so, which stack of tech it use)?
