Looking for CGI/VFX artist who can animate 2 crowds that also look realistic.

The first is a snap shot included of two armies going to war that I need animated

The second would be a rally type setting needing closer shots. The crowds in Pink Floyd's The Wall were all dummies shown wearing masks, so I'm also considering this option.

How expensive and how many hours are we talking to animate this with CGI?
