Regarding the issue at hand, this is a really common topic called frame differencing, often used in security for tracking lost objects in public areas. The difference is most of the solutions don't really handle the color aspect, traditionally using black & white is enough. Looking at the images you've given, I assume you wish color to be taken into account (ex. Simpson image 2, the tie color change). I will need to be given all the parameters of the problem in order to properly give you a solution. I've recently finished my Master in Biomedical Informatics where my primary focus was Machine Learning and Image processing. My thesis, an organ detection algorithm using deformable parts, was written in C++ with the help of OpenCV library. Before this, I researched Face Recognition for my Bachelor. What I want to say is I'm more than qualified but I'm new to freelancing, that's why I bid the minimum price so I can start my career. Have a nice day!
