Access or MS SQL database project

I have an Access database that I wish to populate with UK and Ireland horse racing results. If this project is taken up you can either use this database or create your own in Access or MS SQL. The data is extracted each day using Helium Scraper. I currently save this as an access .mdb database file which consists of two tables. It is possible to save the data as CSV or XML. There are occasions when I have a further csv file which are results scraped using another method. It contains the same fields as the Helium Scraper output. There is initial data which is apart from the daily results is also a CSV. This has every horse that is training, plus sire and Dam information. This would be input for updates every week and has several thousand records of which a small number would be added to the database. When the daily results are input there needs to be a number of calculations on each individual race result. Which is the main reason for out sourcing these tasks. (a) The first of these takes the prize money, race type and associated items (no more than 5)to form a base rating for the race. This figure should be allowed to be manually overwritten if required by myself. After that has been done then a numerical rating for each runner needs to calculated. This is based on the weight the horse carried and the distance beaten. Again if any figure needs amending manually this should be in built. (b) The second calculation is based around the winning time of the race. This would be based upon each race course and the individual distance of races held. The average of the last 6 winning times and the average class of those races. These two figures would form the basis for a ‘speed figure’ calculation. Again the weight and distance beaten would form that part of calculation for each horse. The information that is held in the database would then need to be queried for the current days race cards. The race cards will be scraped from the internet site and saved as CSV files to work with Finally the information that forms part of the initial ratings, paragraph (a) I need to be able to amend the base that the calculations are taken from. This information is from several years work that is not for public knowledge.
