Confirm if Bluetooth Mesh board can react to input

Hello, I need you to recommend a BLE mesh capable board to detect a high-low (0V-3.3V) input and send a signal if 3.3V is detected. I have found a couple of boards, but I want you to confirm if it can be programmed to detect the 3.3V input and send a signal when input is detected without adding any other board. If you have other board suggestions it is also welcome. Please note this project it is only to confirm board capability, it is not necessary to program anything. That will be another future project.
