I have actually built something very similar for a retailer in Excel, which utilised the retail awards of four different states / territories (NT, WA, Qld & NSW) to provide an up-to-date wage costing for the week (the wage calculation was accurate to $0.001 of the payroll software). I would design the sheet you are after so you specify the parameters you have mentioned (e.g. minimum shift length for automatic deduction of break + break duration to automatically remove) so you can easily adjust these should they change in the future.
