Need a custom clothes/garment designer and tailor/seamstress

I'm looking to hire someone to measure my specifics and create several custom garments for me, all the same type. The garment can best be described as a modern poncho/cape/cloak. There are a few specific elements I'm trying to hit with it, and I'm looking for a professional to work and theorycraft with. Must also have knowledge of materials and their properties. Once a pattern is agreed upon, if I like the end result I'll be ordering several of the same pattern from different materials with slight variations depending on my needs with the garment. Also if I enjoy the process in general there's potential for more work, I may want to order custom daily clothes.
