Wordpress based site for technical documentation

Need a wordpress site to be setup and configured on a Windows machine that i shall provide to use as a basis for technical documentation for all our in-house software, including Company Guidelines. The site should be very aesthetically pleasing. This will require going back n forth for a little bit to decide on the theme to use. (purchasing it if necessary).. I would like a nice sitemap to show users when they enter the site that shows them all the places they can visit in the website. For now this would be Guidelines, Trading, Research and Development. Under each each of these there would be various categories (that can be made up for now). On arriving at any particular page i prefer to see an index or table of contents on one side of the page that lets me jump conveniently to any part of the page. It would like users to be able to enter their own responses at the bottom and perhaps even vote for the page. I prefer a table of contents (document map) on the side of the page so users can quickly jump to the relevant section of the documentation. The page will have likely have graphics too (think snapshots of GUI apps) and you can use dummy data to help get a feel of how it will all look and work. Naturally there should be a powerful search mechanism. Only bid if you are able to start straight away or very soon and on a full-time basis. This project is best suited for hourly with the first milestone targeting the installation and configuration of WordPress with a particular agreed upon theme - this is what you should bid on. Subsequently, we can proceed to further customization of WordPress including staging with dummy data for the sitemap and content. You should showcase previous WordPress experience in your PMB note. Its important for you to have design experience and a feel for colors/contrasts/layout/flow. Showing previous work will help provide some idea of what you are capable of. Your English writing skills must be very good or better. I am in PST so preference given to those closer to my timezone for faster communication. Thanks
