Build a Website

i want to build a website similar to (www.freelancer.com) but it will be dedicated for TAX & ACCOUNTING services . individual & companies can register as FREELANCER or PROJECT OWNER to post a project . this website will be specialized for Accountants and financial people to offer services and doing works . the forms that i need it : 1. Signup / Registration form , one for the freelancer and other for project owner how will post the project . ( i have the design for these forms ) . 2. post a project form , here once we talking about a specific services , this form will be arranged in sequence to make it easy for both freelancer and project owner to deliver the information needed . (the design is available ) 2. promotion form , this will be used for both freelancer and project owner to allow him promot his services and project . also i need to have a page for marketing , by allow inviting friend to register and earn money . every user (freelancer/project owner ) will have his own page to be as his own office to get notification for project he made a bid for it , or for new project posted that has a link with his qualification, the evaluation for his work done by the clients / project owners , personal data .. etc.
