Create Animated Walk Cycle of Character

I am looking for a motion graphics artist to animate a walk cycle for the character attached. The concept is that the character will be moving to a 3 minute song. In happy parts of the song he is walking normally, in sad parts of the song he is slumped over and sad, in fast parts of the song he is running, etc. All of this on a plain yellow background. Elements will be added to the background occasionally, such as a bird will fly by, or he will walk past a bench etc, but these will be few and far between.

I have .psd artwork for the character, but you will need to obviously tweak the artwork for the walk cycle (i.e. add feet etc)
The final file will be a 3 minute walk cycle in After Effects to the music. I will need the final file as a 1920 x 1080 MP4 file, as well as the original After Effects Files.
