Graphic Design with animation for party/event

I attached a previous artwork to give you an idea. I want to keep the same style , it has to look like neon signs , thats the theme. "PLAYLIST FRIDAYS" Want to make NEO Reddish, and neon pinkish . Keep the "DIRTY BAR" sign the same just change the color to NEON LIME GREEN On bottom left keep "JEFE" in graffiti type font on brick wall on bottom right keep the same letters just change date to " AUGUST 23 " on the left instead of a "HAWKBOYZ" sign lets make another sign with a Thunder Bolt on top of the thunder bolt "C-STYLEZ" on bottom "STEVO" in the center middle i want to make a sign with lightbulb font . Now after the file is done i need 2 FILES. FILE 1. Just a regular image artwork file. FILE 2. I want the picture to move but still be a picture file. I want the lights to flicker or get brighter!
