Need a website built for specific purpose

Hi Akash. I will like to build a website where people can order personal Identification cards to be made. it needs to be like an affiliate system where they need to sign up for an account on our website, and once signed in, allowed to upload their photos. After all information and photos is entered correctly they will have to make payment via bitcoin or Western Union. we can discuss this in detail over chat when u are available. Also need to have a system for customers to advertise the website for us and collect a commission when sales is made. LIke a custom link that identifies Mr Mike Thomas is a customer of ours and has recommended a new customer to us. After that new customer has paid, we will see the custom link that only Mr Thomas has to proof that the new customer is recommended by him and therefore he qualifies for a commision.
