Redesign current website almsot the same also with Free and subscription area

My website [login to view URL] is currently using Meteotemplate which is a free template that uses blocks. etc. I cant charge on that template due to restrictions on the free licence,
I basically want the site duplicated but coded different so its not using their template but looking the same.
I also will be setting up free (a few pages) and the subscription (rest of the site)
apart from the main frame and blocvks most the pages i have made myself from scripts etc.
I need a price to do this and time frame then you will get the job, Also i will be wanting an ios and android app for this too.
