Web dev project (Drupal and Design Experience Needed!)

Hi there, We are a small London software company based in the digital "Advertising Technology" industry whose clients include brands, publishers and software partners. The industry is innovative/forward-thinking, fast-moving and exciting. It's the industry where all media buying and selling is automated (i.e. programmatic) and anything digital is a hot topic i.e. Artificial Intelligence, Virtual Reality/AR, Connected Devices. Our website needs ongoing optimisation. We have a web developer company in a timezone 5 hours ahead of us, but they are proving slow to respond and not very communicative. We are looking to move away from them a little and hire a freelancer on an ongoing basis to help with design options and using Drupal software to develop our website/make any changes etc. We are looking to start this small test project at first at a fixed rate, and then go from there. Hoping to find a new, reliable and responsible partner to work with on our website who genuinely cares about their work and ensures an open dialogue with their client. The goal is to represent our company and products in the best light within our industry. This initial project consists of: 1. Layout design options for a small section of a web page (we need to work out how best to display a products key features). 2. Inputting a "swiping" newsflash at top of homepage (at the moment ours is a scrolling/marquee). 3. Main nav bar: buttons to rearrange to dropdown with preview. 4. Buttons to be in colour (button from nav bar drop down).
