Convert a PSD Template to a Website

Looking for a Front-end Designer to convert an existing Webpage Design template (PSD) into a responsive website using Bootstrap, HTML5 and CSS3. There is already an existing and partially functional landing page. So a large part of the HTML skeleton is going to remain as is and will only need minor tweaks. However, the CSS file needs to be completely reworked. I expect the use of SCSS including the use of variables and good structuring via partials. This has not been done on the old CSS file. Once the landing page redesign has been completed, more pages (in fact all pages of the web application) will need to be redesigned based off of existing design templates. These are NOT included in this project's budget, but will be posted as additional projects with their own budget once this project has been completed. The project will be managed via Github and the designer needs to be comfortable with pull requests and branching to be able to collaborate with the project manager.
