Build an Online Game

I need a game created that can be hosted online, it will be based of of the theme of ships in the ocean. You will be able to upgrade to new classes according to a tech tree I will send you. The different classes shoot different sized bullets, or Cannon balls, which do more or less damage according to the class you choose. The game will be in 2D, and in an ocean themed background, there will be seaweed every so often in the map. When you run into the seaweed, it slows your ship down by 50%. When you begin the game, you start at level 1. To level up, there will be schools of fish and seashells floating in the water which will give you points if you shoot them. You can also level up by destroying your opponents, which will level you up significantly higher than just shooting the schools of fish or seashells. In the actual files that you send, there should be something like a [login to view URL] that I can edit to edit aspects of each ship, such as how it looks, it’s amount of health, the amount of damage it does, it’s name, etc. Also, the amount of seaweed in the map, the size of the map, etc. should all be changeable. There also should be a way for me to open new arenas, close arenas and stuff like that. I should also be able to kick certain people out of the arena. I already have the textures of the ships created so you will no have to create those. This is because a lot of wifi connections block Unity.
