Looking for link builder- USD 1.00/per link exchange deal

We have a list of 20 travel websites (all 5-12 years old, PR2 - PR4, OBL < 5 links, each site hosted on different server C class IP). You will need to find and offer webmasters of other quality travel related web sites ( PR2+ and with similar SEO value as ours- with different C class IP, low OBL, etc., for one way link exchange. Links must be permanent. We offer fixed rate USD 1.00 for each successful link exchange deal. We are looking for around 5000 unique quality links from different websites. If you can find ~250 webmasters, who each has 20 websites and are ready for link exchange, you will earn totally -USD 5,000.
