Build me a chatting Mobile App

Hi, i need a chatting app, similar to whatsapp but more similar to "2GO" in terms of structures. The aim of this app is to create a platform for all university(College) students in my country to meet and get to know each other.. It will comprise of the following: REGISTRATION PAGE: User name, phone, school, level, password. GROUPS: Each university(college) Will have a group, which any user can join and chat. FRIEND REQUEST: users can send a friend request via any of the college groups. COMMUNITY: Also like a group, but with categories. ie there will be 5 communities, with name - 100Level, 200Level, 300Level, 400Level, 500Level. Unlike the normal groups, User can only join one community per account. PROFILE: user profile will display - username, school, dp, gender, quotes. MESSAGE NOTIFICATION: Users should be able to receive notifications if possible. INDIVIDUAL CHAT: Interface for individual chatting.
