Servlet Context Listener which has to have a trigger for the database changes and run on regular intervals of time.

I have a web application tomcat server, in which there is a Servlet Context listener that has to to run one task which has to go and check the database table values and based on the output from query we have to call respective API's. The checking has to happen in regular intervals of time once the server is On, Note: I already developed the Servlet Context Listener in JBOSS with @Scheduler annotation which is running successfully once in every 5 sec, but recently we moved our application to tomcat, everything is working properly except the scheduler. I researched and figured that we are unable to use @Scheduler in tomcat, am Not sure about it, but I want to have a proper solution irrespective of what ever the code is. I tried all the scheduled Executor service and all, but it's hard time for me. Can someone please help in finding the solution. Thanks.
