Create Angular JS EXE and APK

I am looking for someone with a good amount of Angular type experience, along with other programming experience, to complete a project for me. I am assuming Angular is what is required. Firstly, I am 63 yo Professional IT of some 43 years, semi retired now, so I have a good amount of IT knowledge. Just wanted to share that with you so you know we can talk openly at a technical level. My objective is to build a Wallet style app that will support a number of accounts, say 25. The wallet will use mostly existing open source code available on [login to view URL] code is mostly Angular Javascript. Each sub wallet (account) will have some slightly different internal function calls but this code already exists. On Github there are many wallets that are open source that have the necessary code in them so the idea is just to duplicate the required code. - So in summary what I would like to do is have a Main app that the user signs into. - This app will have a menu and a drop list of wallets supported. - Inside this, the user can add his various accounts details. Data would be encrypted of course (AES256) and stored in a local DB something like SQLite. I suggest SQLite because it can run on various platforms being PC, Android, iPhone, MacOS etc. - The User would select the account he owns from a drop list of supported accounts by the app. - As mentioned there will probably be about 25. Each of these the code is available on Github. It is pretty much a cut and paste process to implement. - He then stores his details in that sub wallet and he can then see the amount he owns in the accounts. That information is obtained easily using Calls. I can provide examples of existing apps that you would cut code from. The completed app should able to run as an EXE on a PC, and as a Android mobile app as an APK which I believe it is possible to compile to using Angular. Later to be on iOS as well and Mac, a new job later. That is it in summary. Create a Single app that has a menu, and database, encryption, and supports multiple accounts, all account code is available on Github. Happy to discuss it in more detail if you are interested.
