Need to convert my old school .asp website to either a wordpress, Joomla or weebly format

Hi,
I would like to convert my site [url removed, login to view] that was setup 6 years ago into a user-editable format. Joomla, Wordpress or even weebly would be great.
I want to start introducing elements like embedded videos, downloadable manuals, as I go along but since my budget is tight, I need a CMS style website that my team will keep building in the next year.
I need a refreshed width, but the same cleanliness and menu structure.
Anyone out there has a tool to convert the existing css style into a theme (WP, JOOMLA, or WEEBLY) and we would fill in the blank internally?
This is my first project posting here so thank you for you understanding if the specs are not as precise as can be.
