Joomla website, increase Google page speed results

I see you are posting this job second time. Well, I want to give a try, I have experience improving page load speed. I see by Google the mobile speed is low, I think we can not make it more than 60 in mobile within the budget. If you had good budget I could change the template for mobile to make it more than 80.
