Help with export Compliance U.S., for an app.

My application will be hosted on Google servers (Google Play). Google Inc. is a US company, and the United States government considers it an export when someone outside the US downloads software from our servers. Because of this, my application may be subject to US export laws, including rules about software that uses encryption.

I have a chat application for android that uses encryption, and for this reason:
I think that I must do a proper classifaction of my product in the EAR (Export Administratio Regulations)
I think my app isn´t EAR99 category which means it's exempt from getting government permission
