Expert in NLP/NLU needed

We looking for an expert in NLU/NLP who can:
1. Help us choose open source NLU platform which is developer friendly and feature rich and has good performance
2. Build a developer portal/Training portal if already not present
3. Help us to integrate the NLU with our dialog flow management platform
The consultant needs to sign an NDA as well
Project Type: One-time project
You will be asked to answer the following questions when submitting a proposal:
Have you worked with open source NLU platforms like RASA NLU
Have you done learning on a multi-lingual dataset?
Have you integrated or created a dialog flow management on top of NLU/NLP?
