Magento 2 Modifications

I need three modification on my customers magento 2 store.
1- Dynamic Terms and Conditions content in checkout. (Terms and Conditions content must contain all details about shopping.. name, address, what he buys, prices, discounts and normal sentences etc..)
2- We are adding products in EURO price, and showing to customers with Turkish Lira on front-end. I want to show also the euro price in parenthetical in all pages; as like XXX TL (XXX Euro). And want to use latest checkout price in 'stores selected currency' (TL in turkish site for example)
(my worry is: we r adding product with price 100euro for example.. and system is showing it in front end as like 402.48 Turkish lira.. it takes the price from yahoo pages... but in checkout, the system is demanding the total price from credit card or paypal in euro.. and the banks currency rate can be different from yahoo.. and can get 402.52 turkish lira for example.. the price we show in front end must be same as charged from credit card )
3- I need to add legal warning pop-up at start (with session or cookie control).
My template has an good looking pop-up; just need to make it non-closable; and forces to click 'accept' button.
my budget will be around $80

4- Two 'small' html modification in theme (blocks)
5- One 'too small' fixing on theme. (ajax)
