Build MS Access 2016 KPI dashboard

There are two parts One: I have an excel KPI dashboard, and 6 excel files in which different people input their numbers. The graphs are then populated based on those numbers in the main excel dashboard called "Virtual Improvement Board 1.0". I want to make this process user friendly and more eloquent, and I need the following: For Entering values: Simple data entry form where a person can input numbers for any date for their required KPIs e.g. 5 KPIs for Production Supervisor, 4 KPIs for process engineers, 4 KPIs for maintenance supervisors as mentioned in the excel spreadsheet that I am attaching. Also a table for entering improvement actions as mentioned in that tab. For seeing results/dashboard/report: 1) Visual, graphical one page summary all KPIs for any particular day of the month. 2) Summary of KPIs by position name and date with one click, drag and drop system 3) The graphs should turn red or green automatically as I have done in my excel spreadsheet. 4) Ability to add or remove KPIs, name of person etc, this dashboard should be editedable my an administrator 5) A page where I can add list of users and assign them password, so access to this dashboard can be limited. 6) Simple way to view the improvement actions entered above. 7) If they can be made accessible through mobile, that would be an added advantage but not required. 8) Any other ideas to make this dashboard awesome are welcome, and I am looking forward to your creativity. Two: I need a system which is part of this dashboard, and similar in functionality i.e. different users with usernames and passwords, can add information using 3 forms. These forms are basically problem investigation forms. Then different reports should be accessible easily with a couple of clicks where we can see: 1) Results of different problem investigations should be easily accessible, by person, by month, day, by process step, by other columns present in the example. 2) We should be able to rate different parts of this investigation form using 1 to 5 stars, just like we do online on facebook, etc, by page 1, 2 & 3 and overall. PLEASE don't experiment with this if you are not an expert who has done this multiple times before, not not waste my time if you don't know what you're doing.
