Android Aplication

Hi I need an android aplication. When the user open app he need to login on aplication(It need to be related with my MySQL database) (Just login,no register on my aplication!) When user is succesful logged in he have few option 1) First page ( Some statistic about their account etc,all load from mysql database ) 2) Notices --They can read notices(from mysql) --On Notice page load title of notice and some first characters(30-40 may) and when user click on notice he will get full notice with all information +It would be good that user get notice on his mobile(like new message...) That's all for now,of course i have many ideas about aplication and I will need many things to upgrade,so we can continue cooperation if both sides are satisfied. Sorry for my English,if you have any quetions let me know.
