Build me a tracker device with GPS based

I am looking to have a device which can be use to track things like luggage etc. There will be two parts of this device, part A and part B. Part A is the primary device which will be in my luggage and part B will be just a panic button (mechanical type, connected to part A through Bluetooth or so) in my pocket. In case I lost my luggage in crowded area, Panic button B shall be able to make part A beep loudly. Further if I wont be able to locate through part B, part A can be tracked through GPS through an app or so. Suggestions welcomed.
