Rearrange Game for Android with Web console

Hi, I would like to create a native android game (without any frameworks like unity). Game Description User will be asked a question and the answer is shown as scrambled letters. User have to rearrange the letters and make it the correct answer. It will have categories and under each category, Admin can add questions Option to view the score should be available and also google Leader board should be integrated User can skip a question also to view next (answer will be shown when skipping) A Web console to manage the Categories and Questions with Admin login (single login only) WebAPI should be JSON.
