SOS App for Android and iOS

Need mobile application developer for a simple iOS and Android App along with the server side implementation of user session management and member directory administration. Specifications of the the mobile app: 1) User login and first time approval(from administrator) for each member. 2) SOS Alert button on the main app page for members of a specific area to raise a SOS alert which is received my nearby members and another specific group of users. 3) Professional help seeking button, which broadcasts a message to all the members, or a particular category of members depending upon use case. 4) Directory listing of all the members which can be accessed from within the app. 5) Administration of the above member directory, from a single administrator app account(Android only variant for this feature works) We might need to add new features to the app as per the user feedback and hence would prefer a developer who could support and maintain the applications in the longer run.
