The French army guide

I need an Android app. I would like it designed and built. Hi! I have no experience with apps or really computer stuff but I have a idea. I want to creat a app for Android and iphone app. But have no idea how to start or how much it will cost. I'm in the French military and I think I see a golden opportunity to make some money with the app business. I want to creat like a quiz game app for us to learn and study out job better the reason whY I want to do this for the New guys it's very difficult to get study material and get like a head start with everything, so if it's like possible to make a game with questions and study material on the app it would like be really cool and make some money out of it. Please tell me straight if this is a dumb crazy idea or a financial change opportunity. I can promote it and sell it to everyone here thanks alot for reading
