I know you want to develop your site using cross platform. I think, if you only want to wrap it using phonecap or cordova, it is same as app development using webview. you want to wrap your site, it doesn't need to use phonegap or cordova because they're webview in technical reality. but you want to develop your apps not wrap, phonegap , cordova , ionic framework etc hybrid app development technology is comfortable for it.
